The Alcohol and Gaming Commission of Ontario (AGCO) is responsible for administering the Liquor Licence Act ("LLA") that covers most aspects of Ontario's beverage alcohol laws. These laws provide practical rules for responsible sale and service of beverage alcohol in this province.

The LLA and its regulations provide the Registrar of Alcohol and Gaming authority for regulating and licensing of the following: liquor sales licences, ferment on premise facility licences, liquor delivery service, manufacturer's licences and manufacturer's representative licences.

Depending on the application type, you should allow for four to eight weeks for an application to be reviewed. It is the applicant's responsibility to ensure that when they submit an application to the AGCO it is complete which includes all required supporting documentation and appropriate licensing fees. Licensing fees are non refundable.

In July 2008, the AGCO introduced a new approach to the issuance and regulation of liquor sales licences in Ontario called risk-based licensingClick here for details on how risk-based licensing works and how it will be phased in across the province.

On January 1, 2009, the AGCO introduced monetary penalties as an additional compliance tool for licensees who have contravened the Liquor Licence Act (LLA) or the Gaming Control Act (GCA) and their Regulations. A monetary penalty is a financial consequence where the licensee pays a defined amount as a result of a contravention of the LLA or GCA. Click here to learn more about monetary penalties.

The AGCO is also responsible for overseeing the administration of Special Occasion Permits (SOPs). SOPs are required for occasional events such as weddings and receptions where beverage alcohol will be served and/or sold. Permit applications must be submitted to a Liquor Control Board of Ontario permit-issuing store 30 days before the event takes place; except for indoor reception events that only require 10 days.

The Liquor Control Board of Ontario is responsible for the retail sale of beverage alcohol at Ontario government stores.
