A person may make an application to the AGCO for a Liquor Sales Licence ("Tied House") for the manufacturing site of a winery, distillery or brewery in Ontario. Licensed capacity is limited to 500 persons indoors and 1,000 persons outdoors.
This allows a manufacturer to host an on-site restaurant/establishment where products may be "showcased" on their own or in conjunction with other brands and types of liquor. The licensed establishment is exempt from the requirement of having to sell a variety of brands but may provide for the full sale and service of liquor and food within the licensed premises.
A licensee may also apply for a caterer's endorsement under a Liquor Sales Licence ("Tied House"), restricted to events on the manufacturing site and subject to the same capacity limitations. Please see below.
Please Note: While a wine or beer manufacturing site may have both a Tied House and a Manufacturer´s Limited Liquor Sales Licence, the liquor from each must remain in the area approved for that licence. For example, a glass of wine purchased from a Tied House must remain within the licensed premises of the Tied House and a glass of wine purchased under a Manufacturer´s Limited Liquor Sales Licence may not be taken into the Tied House.
Catering Endorsement
The holder of a Liquor Sales Licence ("Tied House") located at the manufacturing site of a winery, distillery or brewery in Ontario may apply for a "Tied House" catering endorsement to sell and serve only the manufacturer's products or a variety of manufacturers´ products at:
- a catered event in an unlicensed area of the "Tied House" establishment; or
- a catered event adjacent to the licensed "Tied House" establishment but located on the manufacturing site.

For a new licence, Forms 1202, 1214, 2071 and 2075 are to be completed and submitted by the applicant initially, along with the appropriate Manufacturer's Liquor Sales Licence application
fees, however, Forms 2085 and 0122 may follow later. Also Form 2689 is to be completed and submitted for all liquor sales licence applications - a new, transfer, renewal, reinstatement or change.
